When we featured Uruguayan president, José Mujica, we suggested that a spell in prison might be a positive factor in forming heads of state. Robert Mugabe, President of Zimbabwe, has been much in demand since World Leaders in Their Underpants began, and he spent 10 years in a Rhodesian prison. It doesn’t appear to have done him any good.

To many in the west, Mugabe is a thuggish dictator, frequently compared to Hitler in a rhetorical coup that occludes all rational argument. He was a key figure in the liberation of Zimbabwe from white minority rule and his controversial land reform policy is about  unpicking the inequities of colonial rule. Nevertheless, quite apart from the alleged violence, electoral fraud, and intimidation, he has been in power since 1980, and that is certainly too long for anybody to wear the underpants of power.

The recipient of Hugo Chávez‘ replica sword also appears to have a peculiar disembodied head. The exact meaning of this is unknown. He now joins the rest of the world leaders here.
